Area of Expertise

Mr. Mooney is a civil and structural engineer with over 35 years of experience in engineering-related services from performing thousands of residential and commercial building inspections to managing complex multi-million dollar engineering and construction projects. Mr. Mooney has also served as a forensic engineering expert. He holds a Professional Engineer's License in eight states.

Mr. Mooney founded Criterium-Mooney Engineers in 1974. Since 1988 he has been President and principal owner of Criterium Engineers, a national consulting engineering firm with more than 70 office throughout North America. He continues to be active performing inspections, structural evaluations, investigative engineering, structural design and staff training for Criterium Engineers.

To date, Mr. Mooney has performed more than 15,000 building inspections personally. In addition, his company annually now performs more than 25,000 building inspections nationally to standards he developed and refines on an ongoing basis.

Mr. Mooney has participated in quality assurance work on more than 100 commercial projects nationally.

As a structural engineer, Mr. Mooney has designed a variety of structures in wood, concrete and steel. These structures include bridges, multi-story buildings, parking garages and marine facilities.

He has also established an impressive track record as a noted seminar leader and author, both locally and nationally, on construction-related issues, construction quality, hazardous materials and building inspection procedures and standards.

Other Professional Accomplishments

The following are highlights of other accomplishments in Mr. Mooney's professional career.

20 years experience as a construction quality consultant including collaboration with several major builders to develop effective quality assurance programs.
25 years experience as a construction expert in construction disputes, including serving as an expert witness on numerous occasions.
25 years experience as a seminar leader; presented seminars to builders, appraisers, real estate agents in more than 30 states.
Seminar leader for continuing education seminars for licensed, Professional Engineers
Chosen Speaker of the Year by the Dallas, TX chapter of the Community Associations Institute (CAI), 2001.
Member - President's Club of Community Associations Institute (CAI).
Member - CAI/NAHB Task Force; developed best practices protocol for Transition from builder/developer to association.
Founding president of the National Academy of Building Inspection Engineers (NABIE), 1989-1993.
Co-author of the NABIE Standards of Practice for Home Inspections.
Author of the National Association of Home Builders (NAHB) Quality Construction for the Master Builder. (1994)
Developed the Criterium Engineers standards for Home Inspections.
Authored more than 50 articles related to home inspection and home performance.
Developed "Red Flags in Real Estate", a six-hour educational program on home inspections sponsored by the National Association of Realtors and presented by Alan in more than 30 states.
Developed "Residential Construction, From the Ground Up", a six-hour educational program on new home construction sponsored by the National Association of Realtors and presented by Alan in more than 20 states.
Developed "Building Homes that Last", a six-hour educational program for builders sponsored by the National Association of Home Builders (NAHB) and presented by Alan in more than 15 states, including the NAHB International Builders Show.
Author of a regular series of articles on residential construction for the Maryland Home Builders Association.
Manager of the Criterium Engineers Risk Management program for all inspection and consulting engineering services.
Seminar presenter for programs on building inspections in cooperation with out Professional Liability Agent, Ames and Gough, a leading agent for Professional Liability Insurance.
Developed standards for Criterium Engineers insurance investigations on the performance of existing homes and buildings.
Conducts peers reviews of inspections performed by members of Criterium Engineers on a regular basis.
Oversees the training, performance, technical standards, professional ethics and service delivery for more than 100 licensed Professional Engineers who are part of Criterium Engineers as we perform more than 15,000 inspections annually.
